Implement configuration system

We need a mechanism to save configuration and preferences, such as the state of the various options in View so the app can open up to the same viewing state. I believe we'll want this to be modular so the base application can use something like a python config (ini style) file, while a gnome plugin could be written to replace that with a gconf interface. Or is gconf OK to use even without gnome?

Basic configuration is now in place and the options in the view menu are stored. See commit 2de0ac9419107c96a59e41206f486e7b79686b51.
